A rookie draft is its own board
Rookie drafts are stored and averaged on their own, never mixed with startup drafts, because a 1.05 in a rookie draft and the fifth pick of a startup are different picks. The table is the average of where each rookie actually went in completed rookie drafts, with the sample printed.
Where the pick ranges matter
Early in the offseason a rookie's range is wide because the drafts disagree; it narrows as the class settles. The 10th-to-90th percentile range tells you whether a player at 1.08 is a consensus 1.08 or a coin flip between the middle and the end of the round.
